About the SAW Project™
The field of community corrections is ready for meaningful change, and the SAW Project is working to support that change by fostering a global culture of shared learning. We believe progress begins by recognizing and building on what’s working around the world.
At its core, the SAW Project is grounded in the belief that compassionate justice – justice that prioritizes dignity, accountability, and community wellbeing – can and should guide how supervision is practiced.
Through interviews with supervision professionals in diverse countries, we’re uncovering programs that deliver positive, measurable outcomes. By collecting and sharing this information, the SAW Project helps expand and sustain successful practices worldwide.
At the heart of our mission is a commitment to knowledge exchange. While 195 countries have unique approaches to community supervision, there has never been a central hub to bring their insights together – until now.
We’re actively:
- Identifying countries with active supervision services
- Interviewing frontline practitioners and administrators
- Documenting innovative and effective practices
- Building relationships with global justice leaders
- Creating an interactive, online repository of real-world strategies and solutions
This growing resource is designed to inform policy, inspire innovation, and encourage collaboration among professionals across the globe.
The SAW Project isn’t just collecting information – we’re building a global learning community dedicated to advancing effective, equitable, and compassionate approaches to community supervision.

Origins
The Supervision Around the World (SAW) Project is a 501(c)(3) non-profit agency. The project has its origins in 2015 at the 2nd World Congress on Probation, when Julie Truschel conducted a series of interviews with administrators from various countries about local supervision practices. Interest was so great in the global information, that the American Probation and Parole Association created a special edition of Perspectives dedicated to interview results.
International non-profit corrections agencies also believe this level of program information is important as evidenced by letters of support for the SAW Project received by:
American Probation and Parole Association
» APPA Letter of Support
Association of Paroling Authorities International (APAI)
» APAI Letter of Support
International Community Justice Association (ICJA)
» ICJA Letter of Support
Penal Reform International (PRI)
» PRI Letter of Support
Parole Board of Canada
» PBC Letter of Support
International Corrections & Prison Association (ICPA)

What is SAW?
Inspired by the spirit of interviews first conducted at the 2nd World Congress, the SAW Project continues the work of mapping the global landscape of community supervision. Our goal is to identify which of the world’s 195 countries currently operate supervision programs, which are in the process of developing them, and which have no programs in place.
All of this information is shared through an interactive website, positioning the SAW Project as the go-to global resource for exploring how community supervision is practiced around the world.
In addition to country-by-country highlights, we feature personal stories through our “2-Minute Insights” series – short, powerful reflections from professionals and practitioners. These stories, alongside program examples, showcase what success in community supervision looks like in diverse contexts.
Goals
As the SAW Project’s collection of global supervision programs grows, professionals in the corrections community will be able to explore a wide range of models being used in countries around the world. By highlighting effective and compassionate approaches to justice, the project aims to strengthen collective understanding and foster meaningful connections among practitioners. These relationships will support ongoing collaboration and help improve outcomes for individuals and communities alike.
